A few years ago, Brazil witnessed, through communication channels, one of the biggest prisoner rebellions in prisons in the south and southeast of the country. The state that suffered the most was São Paulo, where for a week, the capital seemed to be under siege. Terror and fear spread to the population like an epidemic. The repeated attacks on the police, some with deaths, put everyone in question: if even the police are not able to protect themselves, what about the population?
All these events, or at least a large part of them, had a development and command nucleus, which operated and operates within the prisons themselves. Among the prisoners, this command is called a Party, for the authorities it is a Parallel State, which jeopardizes the order of civilized and organized society. It is the First Command of the Capital, PCC, with Marco Willians Herbas Camacho, Marcola, as the head of the organization, as the head of the organization, considered a genius of crime and accused of architecting all the rebellions and attacks on police stations and police.
After all this recovery of the facts, it is necessary to make some observations about the text, so that one does not have a distorted view of what the referred work proposes. I will not and do not condone the PCC, or any criminal organization, because the innocent lives that have been caused by the attacks are enough to be contrary to any attitude or feat of that organization. What I am going to propose in the text is the social movement, the way in which the inmate sees the Party, and the attitudes of the State, which have made organizations like this, which are not few, develop and end up as an alternative for those who are put to work. margins of society. It shows how the State does not protect its citizens, much less give them alternatives to re-socialize, quite the contrary, after falling or leaving organized society with all its order, it is practically impossible to return, so organizations like the PCC that brings alternatives for these people. In addition, of course, the brainwashing is done, where the prisoner becomes a faithful fanatic, capable of everything for the perpetuation of the Party. Thus the First Command of the Capital emerges as a movement that brings a new social organization among prisoners, giving them protection, employment, and often financial aid. Because of this, every day, more young people from the peripheries increase the contingent of the organization, since they are the ones who have less help and support from the State, and see in the PCC,
As I said, the PCC is 11 years old, the State of São Paulo has been governed by toucan neoliberalism for 3 governments, in order: Franco Montoro, Mario Covas and lastly Geraldo Alckmin, not to mention in the prefectures of Fleury Filho and Jose Serra, combining still with the 8 years of FHC started in 1994. It is clear that this policy that values capitalism, where the social is seen as a stone in the elite’s shoes, was the main responsible for the social chaos caused by the faction, and that was being announced many years before the rebellions took place and nothing was done.
Throughout this period, the country’s penitentiary system was swelling, the chains increasingly resembling medieval castle dungeons, prisoners in subhuman conditions, the poor population with no prospect of life, at the mercy of tempting proposals from organized crime, which in fact, it has increased considerably in those years. I ask: how is the mentality of a child who lives in the favela, who, when leaving his shack, sees in front of him the high wall of Daslu, where the socialites are spending 5,000 reais to buy a kangaroo leather wallet, while their mother begs on the street, doesn’t know who her father is, and needs to help support the family since she was a child. Until a drug dealer arrives offering a lot of money to “simply” take a package to a certain place. What choice will he make? Who’s going to tell him that is wrong? Your mother, who hardly stays at home, because she needs to work 16 hours a day, to make a living for her children? Does your teacher, who leaves the house at dawn, take three passes to get to school, who have no wallets, books, chalk, and that at the end of the month, your salary is barely enough to survive? It is these and so many other factors that make the PCC and so many others like CV in Rio de Janeiro, an option, a way out of a miserable life.
The rebellions occurred, the problems were exposed, it remains to be seen what the State is going to do so that this does not happen again. However, the solution lies not only in the construction of modern prisons or in the reform of the Judiciary to provide solutions in cases that have been stopped for years, but in investments in the social sector, so that more young people do not update organized crime, and for this to happen, they need to If a long-term program is to be carried out, with the participation of the municipality, state and nation, the harvested fruits will certainly be worthwhile, but they will only be noticed in 10 or 15 years.
